New UCSF Email Helpline for Requesting Cayuse and NIH eRA Commons Support

There are two new emails for Cayuse support and NIH eRA Commons support.

Cayuse Professional Profiles: Who Needs One?

Everyone who has a Cayuse account may want to have a Professional Profile. By having a Professional Profile this will allow you to select Users by name rather than username when assigning permissions for Professional Profiles and proposals within Cayuse. If you are not a named person on a grant application all you will need to include in your profile is your name, institutional association and Dept./Division/Title.

UCSF NEWS

Significant Changes to the Regulations for Shipping Biological Materials

The U.S. Department of Transportation (DOT) and the International Air Transport Association (IATA) have made significant changes to the regulations for shipping biological material. The classification system for Division 6.2 material has been revised from the current four- tiered risk group system to a two-tiered system (Category A and Category B). These changes have been incorporated into the Office of Environmental Health and Safety [<https://www.researchonline.ucsf.edu>online safe shipping training. ]

New Introduction to Sponsored Research Class Available Now on WebCT

The New Introduction to Sponsored Research Class is now available on WebCT. The class is free, and students can self- register at [<http://cit.ucsf.edu>http://cit.ucsf.edu. ] This class is designed for those new to research administration, and covers basic fundamentals of the research process.

New Effort Reporting System Coming Soon to UCSF

In the next few weeks, UCSF will be replacing our 25-year-old paper PAR process with a new on-line Effort Reporting System (ERS). Effort Reporting is a process mandated by the federal government to verify the effort of employees who work on federally-funded grants and contracts. The new Effort Reporting System was designed for UC by the five major research campuses and the UC Office of the President. All five campuses will have implemented this system by the end of 2007.

The UCSF ERS implementation is being led by the Program Management Office. To date, the PMO team has presented ERS in 45 faculty meetings attended by 800+ faculty and staff. Department administrators completed mandatory online training last week and are ready to begin facilitating department staff and faculty through the process.

What does ERS mean to you? If you are a PI on a federally-funded grant, you will likely be responsible for certifying your own effort report and those of other employees who work on your grant(s). If you have an Academic title, but are not a PI, your department administrators will determine whether you will certify your own effort report or have it certified by the PI. You will be receiving information from the PMO and your department administrators about how to access the online system and manage the certification process.

Do you know about the Readability Checker in Microsoft Word?

Microsoft Word has a function with which you can obtain "Readability Statistics" on your documents. This could prove to be a useful timesaver and a way to avoid return for revision of documents submitted to the Office of Research, such as:

- Consent Forms

- Objectives statements

- Proposals

To activate this tool, simply turn on "Show Readability Statistics" under the Tools -> Spelling & Grammar -> Options tab; you can then obtain useful readability statistics on your documents.

Limited Submission Program

The Limited Submission Program is administered through the Office of Sponsored Research on behalf of the EVC&P. In Limited Submission Programs, the sponsor restricts the number of applications or proposals a campus can submit to the agency. The guidelines for these programs require institutions to screen pre-proposals or nominations to determine which applications will be submitted for competition.

President Proposes FY 2008 Budget

The President's <http://www.gpoaccess.gov/usbudget/fy08/browse.html>Proposed Budget for FY 2008 was released February 5. The proposed budget includes increases for the three physical sciences agencies in the American Competitiveness Initiative, increases for weapons development and human spacecraft development, and decreased funding for the remaining federal R&D portfolio, including NIH.

To track the progress of the FY 2008 budget, resources include the <http://www.aaas.org/spp/rd/>AAAS R&D Budget and Policy Program, the <http://www.aau.edu/budget/budapp.cfm> American Association of Universities, and the <http://www.whitehouse.gov/omb/> Federal Office of Management and Budget.

OMB Publishes "Agency Good Guidance Practices"

Before federal agencies issue guidance documents, they wlll soon have to have them reviewed by the Office of Management and Budget, according to the new OMB <http://www.whitehouse.gov/omb/memoranda/fy2007/m07-07.pdf> "Final Bulletin for Agency Good Guidance Practices."

The new regulation is "intended to increase the quality and transparency of agency guidance practices and the significant guidance documents produced through them."

NIH Publishes "Observations" from COI Site Reviews

The National Institutes of Health Office of Extramural Research recently published its "Observations from NIH's FY 2006 Targeted Site Reviews on Financial Conflict of Interest" on the OER Conflict of Interest page at <http://grants.nih.gov/grants/policy/coi/index.htm> http://grants.nih.gov/grants/policy/coi/index.htm

The NIH site reviews focus specifically on compliance with the Financial Conflict of Interest regulation pertaining to NIH grants. NIH developed the observation document for use by the grantee community as a resource for evaluating implementation of the regulation. The document contains a discussion of compliance issues and suggestions for implementation.

Salary Limitation on Grants, Cooperative Agreements, and Contracts

The provision in the NIH appropriations that restricts the amount of direct salary to Executive Level I of the Federal Executive Pay scale continues through FY 2007 The Executive Level I annual salary rate was $183,500 for the period January 1 through December 31, 2006. March 5 RO1 eSubmission Update

NIH received over 4800 renewal, resubmission, and revised R01 research grant applications for the March 5 R01 deadline. NIH planned for 4,500-5,000 applications, so the number of applications received is right within the expected range. A new system usage record was set on March 5 with 23,877 eRA Commons logins, breaking the previous record of 19,283 eRA Commons logins set on Feb. 5.
