Given the short time frame, we remind everyone that a "transmittal memo from the applicant's chair or dean that includes [1] an assessment of the likelihood of future funding, and [2] a financial plan in the event extramural funding is not obtained" is required with each application. Sincerely, David Kessler, MD and Keith Yamamoto, PhD From: School of Medicine Communications [ Sent: Thursday, March 29, 2007 12:18 PM To: Subject: Announcement of Bridge Funding Program and Call for Applications by April 16th ANNOUNCEMENT OF BRIDGE FUNDING PROGRAM FOR FACULTY Dear School of Medicine Faculty, We are all aware that constraints on federal funding for biomedical research since 2003 are placing extraordinary pressure even on established programs that are making important advances, and are preventing new investigators from entering the enterprise. Consequently, the School ofMedicine, together with the Chancellor's Office and the SOM Department Chairs will make available $4.5 million over two years for bridge funding. We invite faculty in the ladder rank and in residence series to apply for these funds, which will provide temporary (six months to one year) and partial support during continuing efforts to obtain full funding. Applications will be evaluated by a faculty committee seeking to identify and support faculty who are likely to be funded upon submission of amended applications (based on scores and comments in previous round(s) of review). Priority will be given to faculty with experienced research teams threatened with disruption, and to new investigators with two or more rounds of well-scored but unfunded federal agency applications who are within one year of exhausting all available startup funds. The first round of applications will be due by noon on Monday April 16th. We anticipate three application deadlines per year. See details about eligibility and the application process below. Sincerely, David Kessler, MD and Keith Yamamoto, PhD 2007 SCHOOL OF MEDICINE BRIDGE FUNDING PROGRAM ELIGIBILITY: UCSF SOM faculty in the ladder rank or in residence series 1. Established investigator who has lost federal funds comprising >40% of his/her extramural funding (applications may be made up to six months prior to the expected loss of funding), OR new investigator with two or more rounds of well-scored but unfunded applications for federal funding, and within one year of exhausting startup funds. 2. Investigator with continuous extramural funding from peer-reviewed sources during prior five years, OR with less than 8 years on the faculty. 3. Investigator who has made conscientious efforts to re-establish funding, and in the opinion of the department chair is likely to be funded again; priority will given to those with percentile scores that would likely have been awarded funds during times of more plentiful resources. AWARDS: 1. Awards are for a maximum of one year or until sufficient funds are obtained, whichever comes first; all unspent funds must be returned to the Bridge Program. 2. Consideration will be given to need, the department chair's assessment, and the strength of the research program. 3. The total of any bridge award will not exceed 50% of the direct costs of the competing renewal (or the average annual direct costs received from peer-reviewed extramural grants during the previous five years, whichever is less), up to a maximum of $100,000. 4. Assistance can be used for: a. Faculty salary b. Supplies c. Animal care or core facility services d. Salaries/benefits for research support personnel. 5. Bridge Funds cannot be used for: a. Travel b. Budget overdrafts c. Administrative costs (i.e., school and departmental surcharges) APPLICATION PROCESS: 1. Submit one original and one copy of the following, along with a pdf version on CD to the SOM Academic Affairs Office (S-211). Four page NIH biosketch including current, pending, and 3-year prior expired funding history. For pending applications, state whether new, A1 or A2 submission. A description (limit, two pages) of [1] the research program; [2] financial needs; [3] attempts to re-establish funding; [4] specific consequences to the research program and laboratory personnel of the funding shortfall. The letter should also state that bridge funds will be relinquished as soon as additional funding is secured. A transmittal memo from the applicant's chair or dean that includes [1] an assessment of the likelihood of future funding, and [2] a financial plan in the event extramural funding is not obtained. Upon selection of finalists, applicants will be notified to submit the following: Statement of remaining research or salary support held by the investigator (e.g., other grants, foundation awards, discretionary funds, gifts). The following sections of the grant application: abstract, specific aims, budget, other support, facilities and resources, local and external collaborative arrangements. A scaled back budget that enables the lab's continuation under conditions of the proposed bridge funding. Priority score and percentile; summary statement and institute payline should be provided as soon as they are available; Program Director name and contact information.
